Trong bối cảnh công nghệ thông tin (CNTT) là yếu tố then chốt cho sự phát triển kinh tế số và chuyển đổi mọi mặt của nền kinh tế, văn hóa, xã hội tại Việt Nam, việc nâng cao ứng dụng CNTT trong các cơ quan hành chính nhà nước đóng vai trò quan trọng. Tuy nhiên, công tác quản lý nhà nước về ứng dụng CNTT tại các cơ quan hành chính nhà nước cấp tỉnh vẫn đối mặt với nhiều thách thức và hạn chế, bao gồm năng lực CNTT yếu kém, đầu tư thiếu nhất quán, thiếu quy định và chính sách chưa đi vào thực tiễn.

Luận án này tập trung nghiên cứu chuyên sâu về quản lý nhà nước của các cơ quan cấp tỉnh đối với ứng dụng CNTT trong cơ quan hành chính nhà nước tại Việt Nam. Mục tiêu nghiên cứu bao gồm việc xác định mô hình nghiên cứu, làm rõ nội dung, tiêu chí đánh giá và các yếu tố ảnh hưởng; nghiên cứu kinh nghiệm trong nước và quốc tế; phân tích thực trạng giai đoạn 2010-2020 để đánh giá điểm mạnh, điểm yếu và nguyên nhân hạn chế; từ đó đề xuất các định hướng, giải pháp và khuyến nghị hoàn thiện công tác quản lý giai đoạn 2023-2030.

Luận án đã đóng góp vào cơ sở lý luận bằng việc cung cấp khái niệm cụ thể, xác định và mô tả 4 nội dung quản lý nhà nước (hoạch định, tổ chức cấu trúc, thực hiện kế hoạch, điều tra/kiểm tra/giám sát), và phát triển 3 tiêu chí đánh giá (tính hợp lệ, hiệu quả, phù hợp). Về mặt thực tiễn, luận án chỉ ra các điểm yếu trong quản lý (hoạch định, cấu trúc, huy động vốn, truyền thông, quản lý dự án, điều tra/giám sát), xác định mức độ ảnh hưởng của các yếu tố, và đề xuất các giải pháp khả thi. Kết quả nghiên cứu cho thấy mặc dù đã có những thành tựu nhất định trong việc ứng dụng CNTT, vẫn tồn tại các hạn chế như tính khả thi và hiệu quả thấp, phụ thuộc ngân sách, hoạt động tuyên truyền và đào tạo chưa hiệu quả, quản lý dự án và giám sát còn yếu kém.
