Luận án "Dịch vụ công tác xã hội cho phụ nữ nghèo từ thực tiễn Thành phố Hồ Chí Minh" của Phạm Thị Hà Thương, được hoàn thành tại Học viện Khoa học xã hội, tập trung nghiên cứu thực trạng và các yếu tố ảnh hưởng đến việc cung cấp dịch vụ công tác xã hội (CTXH) cho phụ nữ nghèo tại Thành phố Hồ Chí Minh (TP.HCM), đồng thời đề xuất các giải pháp nâng cao chất lượng dịch vụ này.

Nghiên cứu chỉ ra rằng TP.HCM đã triển khai nhiều chính sách giảm nghèo, nhưng phụ nữ nghèo vẫn đối mặt với nhiều thách thức do trình độ học vấn hạn chế, quy mô hộ gia đình lớn và thu nhập bấp bênh. Các dịch vụ CTXH cơ bản như hỗ trợ việc làm, đào tạo nghề, vay vốn, trợ giúp pháp lý và tư vấn là cần thiết, nhưng nhận thức về nghề CTXH còn chưa phổ biến. Luận án khảo sát 264 phụ nữ nghèo tại Quận 8 và Hóc Môn, TP.HCM, cho thấy phần lớn họ có trình độ học vấn thấp, nghề nghiệp chủ yếu là lao động thủ công trong khu vực phi chính thức, và thu nhập thấp hoặc không có. Về mặt tâm lý, nhiều phụ nữ nghèo trải qua cảm giác buồn bã, lo lắng, căng thẳng, và thiếu tự tin. Nhu cầu chính của họ là được giải trí, giao tiếp xã hội, đào tạo nghề, có việc làm và được tôn trọng, cùng với nhu cầu tư vấn và hỗ trợ vay vốn.

Hiện trạng các dịch vụ CTXH cho phụ nữ nghèo cho thấy dịch vụ tư vấn/tham vấn được hỗ trợ nhiều nhất (74%), tiếp theo là vay vốn (42.4%). Tuy nhiên, hiệu quả của dịch vụ tư vấn còn hạn chế do năng lực của người cung cấp dịch vụ. Đội ngũ cán bộ CTXH chủ yếu là kiêm nhiệm, thiếu đào tạo chuyên sâu. Luận án nhấn mạnh vai trò của CTXH trong việc giúp phụ nữ nghèo nhận diện năng lực bản thân, nâng cao khả năng vượt khó.

Dựa trên cơ sở lý thuyết về sinh thái, sinh kế bền vững và văn hóa nghèo, cùng với việc áp dụng các phương pháp nghiên cứu định lượng, định tính và thực nghiệm (thông qua hoạt động tham vấn nhóm), luận án đã đề xuất một nhóm giải pháp toàn diện. Các giải pháp này bao gồm việc xây dựng và thúc đẩy hệ thống cơ chế, chính sách phát triển nguồn nhân lực CTXH chất lượng cao, nâng cao năng lực cho đội ngũ cung cấp dịch vụ CTXH, và tăng cường năng lực cho chính phụ nữ nghèo. Mục tiêu là giúp phụ nữ nghèo thoát nghèo bền vững, nâng cao nhận thức, thay đổi thái độ và hành vi, đồng thời phát huy tiềm năng và khả năng tự giải quyết vấn đề của họ.
